Why didn't the Netherlands annex any of the smaller neighbouring states?

Because the status quo in the Empire was protected by the Emperor and the Imperial Army. The small or even tiny states survived because simply swallowing them up would mean you'd get trouble with the Empire as a whole. It's why states like Bavaria were incapable of ascending because all paths of expansion were blocked.
