The Romans were incredibly brutal and savage in their dealings with other nations. During the Macedonian wars the Romans would sack, loot and enslave cities which caused great anger among all Greeks. The Romans were seen as violent and greedy barbarians and one Spartan argued for his state to join Macedon to fight Rome. Hellenistic states in comparison to Rome were much more merciful since it made more sense to build relations and show mercy to each other.

In short, Tacitus was right about them.
