Is there anybody I should read before starting Wittgenstein? Also I can skip Tractatus Logico-Philosophicus and just move on to Philosophical investigations right?

Frege, for one thing.
But really, don't go into Wittgenstein without prior secondary lit. At least understanding how Wittgenstein I and Wittgenstein II can be understood as one consistent model of thought is pretty much imperative. I would also not start with the Tractatus - It's easier, but it's just very clear that he hadn't figured out the structure of thought he required to talk about the stuff he wanted to talk about.

Schopenhauer and Kant would make reading the Tractatus a much more contextualized experience.
You don't need the TLP to read the PI, but I would read both.
