Considering that when a member of the Imperial House of Japan marries a commoner they are excommunicated and no longer considered 'royalty' and that whilst formerly noble families still exist, they are no longer considered 'noble' due to the abolishment of the Kazoku. My question is, without fresh 'noble' blood, how long will the Imperial House of Japan be able to support itself before becoming extinct or forced to turn to consanguineous marriages?

This is only for females. Considering that even members of other branches of their Imperial family and Shimazu men (a 900 years old Ducal House) are considered commoners, it is expected that every Japanese princess that marries becomes a commoner.

Non commoner means not from a noble family. It doesn't mean they have to marry inside the imperial family. I'm sure there are still some samurai families going on in name at least. They can marry those.

Anyway they have or will just adapt and start marrying commoners.

Look at the sisters of the current Emperor who married.

Eldest Sister: married a member of the cadet line of the Imperial family. After the new Constitution, became a commoner.
2nd married Sister: married the son of a Duke whose family were court nobles of the highest ranking
3rd married sister: married the son of a Marquis
4th sister: married a count of the Shimazu family (the oldest extant warrior house of Japan).

So, basically, his sisters married: cadet Imperial family, highest court noble family and Shimazu (oldest Ducal family in Japan). And they were all considered commoners.

The interesting thing would be if a Japanese princess married a foreign prince.

Emperors have known to retire before, and historically this was not just in exceptional cases. As the emperor was a powerful symbol, it was important for administrators and regents to keep young emperors on the throne to exploit their authority before they try to exert change themselves. Once they're old enough, they were strongly advised to retire.
Often, if there was not regent and the Emperor was still young enough, it would be possible for his mother to act as his regent. So there have been a few powerful Empresses in Japanese history.
