I know this is b8, but it's not a totally stupid questiom. Russia is terrible in almost every way and seemingly always has been, but Russians themselves are not stupid and demonstrably can accomplish great things. It's almost like they want things to be shitty.

Russia is culturally inclined to aim too high.

When the Mongols came the Russian princes charged out of favorable terrain into the steppes to meet them only to be surrounded and slaughtered, repeating this several times under the Tatar yoke. Each time the mongols would burn countless cities to the ground.

They see themselves as equals among western European countries, but they don't have the resources for it. Even now today they see themselves as a superpower despite having a GDP lower than Italy's.

They look white, they try to act white, yet they are not white.

We all know what happened in the battle of Tsushima, but you cannot fully appreciate this event without looking at what happened on the voyage over there. Look it up.

The Soviet Union in many ways represents the pinnacle of this gulf between Russian aspirations and reality. Perhaps this attitude helped them put the first man in space. Though it is rumored several astronauts were burned to a crisp in previous attempts and covered up, it is likely more a matter of them being willing to take greater risks.

You can say they arent western, you can say they are backwards, but you cant say that a country founded in Europe by vikings and slavs that inherited byzantine culture through trade and stood as Europe's primary defender from Asiatic tribes for centuries isnt white. Their skin is literally white.

There is a difference between being able to mine a material(iron, tin, rubber, magnets), and being able to refine them.
Or refining the refined products into mechanical contraptions.
Outside of the occasional purge, a leveled Plan Economy meant that Soviet Union at the least internally would produce things.
Russia really doesn't do that, instead its a lot of trade to avoid collapsing.

They seem to mine and export it fine.
They seem to do basic refining fine.
But for some reason, they export in raw form, instead of refining and selling it for a lot more money.
Then after its refined in some foreign country, they import it back.
There is some extreme differences between Russia and France, even if both has large countries with abundant Natural Resources.

Soviet tutelage started in a era where mass export was still a new thing, and political instability was common.
And merely by that statement, its obvious why they wanted an internal developed economy, because in a politically unstable climate you can't trust your neighbors to not suffer a Capitalist Coup.
Pre Soviet Russia was also the same, mostly because the only good way to trade was via boat, and boat isn't that great for things that isn't silk, spice or equally valuable yet light.
