The most successful counterinsurgency campaign ever carried out, whereby the Libyan rebels in colonial Libya were wiped out, completely destroying the resistance movement, was carried out by Italians. This is something not even the United States has accomplished in their wars yet.

If your people haven't haven't produced one of those during their history then they can't fight.

No they actually didnt. The fact that they had a different conception of war than the traditional Hellenistic conception which included winning a decisive battle and then negotiating peace was responsible for basically all of their victories. The Romans and Latin conception of warfare was total warfare. They fought to extinction, which is why they were ok re-raising armies constantly even against tactically superior enemies (Pyrrhus, Hannibal, etc). Pyrrhus and Hannibal had a Hellenistic conception of war, and thought that the Romans did too. The whole strategic thrust of their campaigns against the Romans were built on false premises, and thus could never truly win.
The Romans absolutely did not steal Greek military conception or art in any way at the Strategic, operational, or tactical levels. It is because of this fact that the Romans were so successful militarily.

The Romans did originally use the greek style citizen soldier army early in their history until the gauls kicked their shit in at the Battle of the Allia and they decided to do something other than forming a wall of bodies. Then after fighting the Samnites and various barbarians from the north they decided that stabbing swords were neat but the rich cunts didn't want to use swords so they stuck with their hastae. Then Marius decided it would be neat if anyone could be a soldier instead of just the people with money and the rest is literally history
