Because everyone was mass-murdering in WWII. By 1970 the world agreed mass bombing was wrong, and that's why the US mostly does drone assassinations now. Less collateral damage.
Because Karl Donitz and Chester Nimitz humiliated Nuremberg trial by showing that both sides conducted unrestricted submarine warfare - a big no-no - and that the Nimitz stated he did it against the Japanese at a far more brutal rate.
When Donitz was found not guilty because of hypocrisy, the war crimes of the Luftwaffe involving aerial bombardment was dropped in subservient trials in order to save the hassle of the German defense lawyers spending days dragging Harris and other through the mud.
Once it was all said and done, the general agreement was that bombing indiscriminately was wrong and shouldn't be practiced again, with what happened in the forties sort of a mass murdering mulligan. So 30 years later, when it happened in Vietnam, the outrage was justified.
