He was the head of a very repressive regime. People sometimes disappeared only for their decapitated heads or dismembered body parts to show up in the hills somewhere. Others were kidnapped in the middle of the night and tortured while the secret police mailed the prisoner's bloody clothes to their family, or harassed victims' families with phone calls filled with recordings of the screaming during torture sessions.
