Depends on which Rome you're talking about, republic would be closest to democracy, empire fascism. Then later on with the fall of Rome and the formation of the Turkish Republic it became a democracy again

The republic had popular elections and checks and balances preventing the monopolization of political power.
Empire: Fascism
Those checks and powers failed, creating a two-class system where civilians were subordinate to the military. Their society was highly militarized and kept together through a combination of terror tactics, personality cult deifying the leader, and continuous infusion of capital in the form of foreign conquest.
