It would have required more than all of the steel in Russia at the time. Sure there was enough once Stalin came to power, but he was way more concerned with other things, and after him the idea was largely forgotten.
Visited Berlin last year, few commieblocks, old wall, Turkish restaurants, some nice stuff.
