I don't think it's so much gathered from one specific culture as it was always present in male hairstyles. Short hair, or at the very least, shaved/cut sides are just practical for men since it's generally lower maintenance and highlights masculine features.
Basically, it comes from nowhere because it's always been here. They just put extra gel on it or something.

It's just a military cut.
Patch of hair on top to pad the helmet, shaved everywhere else to reduce likelihood of nits.

It may have had something to do with WW1 which is when military hair cuts became a lot more regulated due to people having to wear gas masks all the time. WW2 Germany glorified the military life and thus a soldier's hair cut being popular was only fitting.
