The alliance with Germany was a last-minute move, mostly spurred by Mussolini's disappointment at the treatment that Italy received after the Italo-Ethiopian war.
It's actually interesting to see how anti-German and anti-Nazist Mussolini was until before, to the point he was one of the first to warn France and Great Britain of the threat posed by Nazis.
