Serbia also accepted all demands except one, but didn't outright refuse it, asking for a joint investigation rather than giving itself to the 1914 equivalent of the Crimean "little green men".
Accepted to censor it's press, extradite anyone the Austrian authorities request without evidence, and make insulting Austria a punishable crime.
The Austrian ambassador to Serbia was already packed, and didn't even read the reply. When the reply was first read the Germans thought that there wasn't going to be a war.

Wrong, he was a professor at the military academy, he did however have influence in the military intelligence. He was at odds with all of the Serbian governments but too powerful to be removed, it is suspected that he had Russian backing.
Why would Serbia want a war with Austria when it was just in two bloody wars, that Russia didn't back them in?

As a goal of national unification, yes. As a short term goal, most defiantly not. Not after 25 thousand deaths and 54 thousand wounded soldiers out of action of it's pre war 2,5 million population cut the recruitable population down to 1/3 if you disregard women elderly and children, tho keep in mind there are various instance of 7 year olds joining the army after their families have been killed. While the population of the acquired lands was not that suitable for draft. Neither did the Serbian army have the munitions for any prolonged conflict, and most of it's munitions were delivered by France as the war went on.
As a point of diplomacy it was also not a goal. As the Serbian government feared an attack by Austria, and tried to appease it for years, backing off in the annexation crisis, and forcing the crown prince to abdicate and throwing him in an asylum for wanting war.
And Austria was holding military drills in 1914 in Bosnia along the Serbian border.
Hotzendorf supposedly advocated for a war with Serbia every day from 1906 till the start of the war.
