The people who lived in Roman Provinces were almost always the original inhabitants before conquest, just with roman citizenship given to them to make them subjects of the Republic/Empire.

There really is no such thing as an ethnic Roman or Roman race; the Latin peoples, the original founders of Rome, rarely ever settled outside of Italy, only settling other provinces when there was land distributions going on.

The Eastern Empire was still populated by Greeks, Egyptians, and so on throughout its history, just as there were still Gauls and Britons living in modern day France/England.

TL;DR: the Latins weren't in the business of wiping out people and replacing them with Latins, but rather giving citizenship to conquered peoples and teaching them the Language/Law, making them Roman.

This didn't happen until Caracalla. The Romans were not in the business of handing out citizenship to conquered peoples, they (and we're talking about 80% of the populatin here) were peregrini - free but without the rights of Roman citizens.

And the Romans definitely WERE in the business of seeding conquered areas with their own people and replacing/Latinising the locals. It just didn't happen in the East very much because it was already civilised and more densely populated than the West.

The people living in Anatolia before the Turks settled there weren't ethnically Greek either. They were Anatolians, with probably more near-eastern admixture than Hellenics
