He was disagreeing with Hitler "we master race" because he wasn't very fond of racial supremacy ideas that Hitler tried to force onto him
It is fairly well known that he was not a fan of Hitler, especially early on. He was one of the few leaders that stood up to Hitler during his first attempt at Anschluss. There is also documentation of him criticizing German racial theory. He only allied in order to secure lands. As German dominance grew, he basically became more subservient to Germany

It's even sadder. He jumped the gun in 1940 thinking that the Allies were finished. He feared having to become a satellite of Germany. So he declared war to get a share of the spoils so Italy would stand on it's own. This was Italy's policy until 1941, one of 'parallel war' rather than allies.
It ended up creating the exact situation Mussolini sought to avoid.
