In my opinion yes.
He was the best.
He made no screw ups and he represented the embodiment of what he was assigned and chosen from his peers to do. He was the ideal version of a public servant which is what president must be but at the same time remember he must be a leader to make the decision for the better of the peoples behalf. He himself was no politician but he had the abilities to lead America to its independence. He demonstrated humbleness and he was wise beyond his years such as limited time in office and the whole notion of him saying "Do not form political parties" rings true to this day. George Washington was an ordinary man and it may not seem like much of what he did was amazing compared to other presidents, but when you consider what was at stake and the tasks he got pushed on to him to make this country really start strong he couldn't allow himself any mistakes and he did very well.

Compared to the shit show we have today he might be shaking his head.
