Yes they would. They were never a collective. They were small war-happy pockets that split the territory up like Europe. Fuck one up and the others will try and fill the vacuum. If you're there they'd team up on you. Unless you were happy spending an ass-load of resources to keep defening a tiny patch you'd need to take a bug enough patch to consolidate yourself as a proper colony.
