I think there was a conspiracy of sorts after the fact, as the FBI had him under low-priority observation (mainly for his Castro support). Once he became the main suspect as the shooter, the Bureau (and likely the CIA, and certainly the Soviets) were probably shitting themselves that they might be implicated.

Dallas FBI Agent Hosty was forced by his boss to destroy a letter to him from Oswald (complaining about Hosty coming to his house and scaring Marina when Oswald wasn't there).
