You don't understand what actually went on. The election was in a gridlock as no candidate could secure an absolute majority, so after a few rounds the congress named Allende who had the largest percentage (around 32% if I'm not mistaken). They also had him sign documents binding him to follow the constitution, which he completely ignored and wiped his smelly communist ass with the constitution and the laws of the country. Congress then delegated Pinochet to overthrow Allende and stop this madness.
