I don't remember where I read it, but I think the first was when some Athenian nobleman bought a bunch of Scythian slaves to try to stop crimes. Didn't work out so great.

Athens used "Scythian slave archers" as bailiffs during assemblies, confiscating property, gathering people for assemblies and other public events and meetings, and being guards in certain posts (but probably not the main gate or main wall guards). They gave these roles to public slaves rather than citizens to avoid tension and abuse, such as one citizen getting angry with another citizen who is familiar in bad terms with, when that person is sent out to confiscate his property. They were referred to as "Scythian slave archers" in texts, but they were probably just any public slave that was of foreign-background, the whole Scythian thing to it's name probably stems from when they bought 300 actual Scythian archers as public slaves after the Persian Wars.
