Hate to be that guy, but I'd like to point out that "recent" (2013-2014) research of fine metals and minerals in the slovene region from that time show a distinct lack of those, distinct and specific of the Bohemian region, indicating that the Union didn't reach as far as Carantania and that there was, quite possibly, some form of embargo and animosity as well.
It's just a theory though.
