I think all the ethnic minorities down there with political power now would not want the risen again south. Also, assuming most of these places import most of their own food and power, they would quickly turn into shitholes and resort to infighting based on race and religious denomination really quickly.

Because Texas has water reserves, and Laredo is the largest inland port in the US and handles almost 50% of the trade between the US and Mexico, houses four of the states largest banks, and is situated along a natural border.
Texas as a whole is very unlikely to balkanize.
