The concept of giving power to the state in order to redistribute and equalize all aspects of a nation, whilst expecting it to give back all of its power is called socialism.
There is no way you can give someone so much power, that they will become benevolent and give it all back to you unless they are extremely selfless and fair.
It is much less likely, when you place all that power in the hands of over 500 greedy politicians.
And even less likely when they are backed up by a strong military capable of slaughtering millions of people at any sight of rebellion.
And even less likely when they are not required to please any sort of investors or 'important' people to keep that power.
And even less likely when you place the power in the hands of the leader and state of a society that has a struggling economy, low income, high spending and external danger which is the case with every single socialist nation to have ever existed and betraying any of those characteristics would turn him into a traitor and sentence him to death.

A revolution needs a leader. People cant spontaneously rise up.
That leader when the means of production are seized will be in charge of redistribution since there is no way to do it in a few moments and without a system.
It would require a government to be established and the revolutionary leaders would be in charge of it even if there is no armed conflict of any sort because if it happens politically then politicians would become the leaders of the movement. People like Bernie Sanders.
