What sets them apart from Highlanders and Southrons?
They speak a dialect of Anglo-Saxon (Scots) and many of their towns and cities are germanic in origin owing mainly to their Northumbrian roots (Berwick, Jedburgh, Edinburgh etc).
For the most part of the Middle Ages up until around about the 1600's, the Borderers on both sides of the English-Scottish border were somewhat autonomous, the Border Reivers would often raid one another regardless of nationality but through a "clan" system. It wasn't until the late Stuart era did the fighting eventually die down.
Not much else to say really, many Borderers were involved in the Ulster plantations and some immigrated to the USA and other British colonies.

Don't get nearly enough recognition when it comes to Scotland, despite being more successful than the Highlanders, and making up the majority of the population.

Basically it went like this, the Borderlands were the theater for the innumerable skirmishes between the English and Scottish crowns. Naturally the people living in the Marches became rather cynical toward royal authority (on both sides of the border) given that it had turned their homeland into perpetual war zone. Many turned to reiving as a means of supporting themselves because more honest forms of employment couldn't develop in a land where one's accommodations were likely to be put to fire and sword on a king's whim.
March Law was developed to impose some form of order on the Borderlands but the wardens tasked with enforcing it quickly learned the appeal of reiving themselves. So you ended up with a situation where lawmen and outlaws were often in cahoots against the distant royals who had little regard for either the Borderlands or Bordermen.
However after the Union of the Crowns the constant warfare which facilitated the reiver lifestyle ended and the Marches became Shires.
