Because if you have a country of such a size and ethnic and religious diversity you're bound to lose those peripheral territories when the central government collapses.
Russia still has it's core territories, and it's backup, tho it's paying a high price for keeping it's backup alive, all the cities are far apart and the infrastructure is costly to maintain, let alone upgrade. It's nigh impossible to build a highway from Moscow to Vladivostok.
Peripheral territories were mostly used as buffers to protect the core, except for Ukraine which served a dual role, and Azerbaijan that gained a more important role with the discovery of oil, by 1901 it was producing half the world's oil.
It also always took a lot of work from the central government of Russia to divide and rule the vast territories. Balancing power internally, manipulating and pitting ethnic groups.
