The Thebans. Everyone else acted like dicks because they were afraid that if they didn't assert themselves against rising ambitious states, that they would succumb to them later in the future. That fear was legitimate introspectively for a lot of the sides during the war. The Thebans, were however, just assholes for the sake of being assholes. They had a boner for wanting to genocide entire cities that they hated; which Sparta and Athens did the same a times, but it varied with the current people in power and that often regretted their actions soon after; and they were often many on those sides who didn't want such brutal punishment to happen to their conquered armies, but Thebes didn't do such.
