Bison numbers in the 1850s were massively inflated due to ecological upset. Their numbers had been increasing for nearly 200 years, due to native humans declining, territorial expansion, and later the slow extermination of wolves.
Put another way, the number of bisons humans saw in the 19th century was a freak anomaly.
