If you are a nomad that means you don't own much more other then animals and the products you can make from animals (leather, meat, milk etc). So, to keep your nomadic society on some acceptable living standard and technological level you need sedentary people to make other stuff for you. Basically all nomad civilizations depended on sedentary people living nearby or on their territory. Nomads sometimes traded with sedentary people to get stuff like agricultural products, tools, metals and so on. But trade is expensive, it would be better to get all that stuff for free. So nomads often raided towns and villages, others enslaved some people and made them produce stuff for them (kind of like serfs).

Eventually those who went with the enslaving/pillaging rout began to see sedentary people as just these creatures that drop shit for them when they go there and shoot at them with arrows.

Sedentary people are advanced but physically weaker and mentally weaker compared to nomads.

Nomads, especially Mongols, valued strength as the greatest trait. So sedentaries in their eyes are better fit to being slaves.
