Neither, the Trinity is a post-hoc compromise with only tenuous connections to scripture. But Christians have always been good at taking parts of the Tanakh out of context as 'proof' of their claims.

Well, the Father alone supplies the will and action of all three, in Orthodox theology, and in Catholic theology, the essence alone supplies their will and action. So monotheism in that sense. But in Orthodox theology, each person is a distinct subject with his own experience.

Catholics see God's essence alone supplying the will and action, and as the bedrock of the Trinity. Orthodox see the Father's person as alone supplying the will and action of all three, and the bedrock of the Trinity. Catholics see the persons as just the essence relating to himself, Orthodox see the persons as three distinct subjects with distinct experiences.
