People were there first, 20 000 years ago before the ice age
The ice age came and no one was there until the ice began to melt by the coastlines.
Just like anywhere else, gatherers, hunters and fishers. Though instead of chasing and trapping buffaloes they tricked reindeer hordes down spiky holes and cliffs.
In the neolithic you got farmers and herders, fishermen too. Nothing special of note.
The bronze age saw development of chiefs and noblemen, because bronze was a status commodity from south exchanged with things like walrus tusks. People lived in typical norse longhouses in permanent settlements and utilized horse and plow.
During the iron ages farms were increasingly cleared and a steady population growth began to rise even higher, many could live on mountains obtaining iron. Trading with Rome was opening up. There at times too many people so the excess fucked off towards Rome. Longships were build thanks to iron nails.

There's no good reason to suppose they were uninhabited, as people have been using boats for more than 50k years.
We may never find a ringed city, but we will find cities, and will find cities that were far more advanced than the neolithic.

Sea levels have been pretty stable lately. Consider what would happen today if they suddenly rose 3m, with the collapse of the Ross Ice Shelf.
Even with our global network of civilization, the world would severely regress technologically, as the majority of development was destroyed simultaneously around the world.
