Stalin would operate outside the government to kill his opponents by purges and political murders - that would be a major problem in the liberal US.

Mao, meanwhile, would work within the system but be hamstrung by Congress and would do his best to push through reforms. Mao meant well, he was just too ideologically pure for his circumstances. He would make a fairly good leader with checks and balances, which is not true for Stalin.

They were both disasters but just compare Russia today and China today, it's clear who came out on top.
