Germany only allowed 10,000 German jews to immigrate to Israel per year, and they had to pay an extraordinate fee to leave the country as well as give up any property they left behind. And even if they agreed to do this, Germans made them go through bureaucratic hell to get all their paperwork finalized. And this was only BEFORE war broke out.

And you are telling me that entire regions were liquidated of jews (including woman and young children/infants) because of Partisans? And that the einsatzgruppen (3000 in number) were responsible for anti-partisan operations in an area from the baltic sea all the way down to the black sea?
