The bombings in Vietnam were way, way, way more lethal to civilians than those in Cambodia. The only reason Cambodia was controversial is because the Cambodian state was not involved in the war. The Viet Cong and NVA were using Cambodia just for that reason, they went there to recuperate, rearm, and reform and launch assaults from, because they figured the U.S. would never attack them there for fear of it being seen as an act of aggression against Cambodia.
