Celibacy is not a dogma, Peter and many Popes from the time of the Roman Empire still existing had families.

It's a medieval tradition that is still respected, however a Pope with approval from a council could have that changed without being accused of heresy.

And yes there were medieval Popes who despite the celibacy tradition had mistresses, children, ect. The Church is a hospital of sinners and despite the sins of the leadership, they never did anything that promoted heresy.
