Charlemagne pretty much created a totalitarian state almost similar to Stalin or Mao if you think about it, though it did end up like Mugabe's Zimbabwe with his Crony Warlords and Successors tearing it all apart.

What differentiates Charlemagne though is that today we only feel and see the boons of his regime, as he dragged Europe kicking and screaming into the 9th century version of modernity.

Okay, it was about as Totalitarian a state as the infrastructure and technology would allow.

But there are some examples of his multiple tyrannies:

He had legal tender laws trying to force the unpopular denier on his subjects. Because the coins were not commonly used, it was common for officials to beat serfs and fine free men if they were caught using and accepting money they actually thought was worth something.

He also had harsh and ridiculous sabbath laws and what not, and regulations preventing women from doing any work that wasn't with cloth.

He also banned lending money on interest, though many Catholic rulers did that, it doesn't make it right. It's also notable because Charlemagne was the first ruler to make the rules against usury apply to laymen as opposed to just the clergy as it was before.

He also set maximum prices for crops of many kinds, including even some products based on them (such as bread), which predictably caused there to be an artificial amount of demand compared to supply, thus leading to food shortages since the laws weren't taken out in times of famine.

He also banned all transactions being made at night-time. I'm not sure about the punishment, but there was a capitulary about it.

Most of these economic policies were in place of course to keep the Carolingian state mobilized in a state of war, it's not unlike things you would have found in Nazi Germany or USSR, though instead of a class or race based justification, it used Christianity.

Doesn't Christianity ban usury though? He's probably the only true Christian if he's enforcing doctrine

At the time there was still debate on this, though it was generally agreed upon that the rule only applied to the clergy. The Bishop of Verdun was vocally against his ban on Laymen loaning on interest.
