It happened, but it was never as widespread, common, or zealous as Christian tradition makes it out to be. It mostly happened in isolated incidents and on smaller scaled. Also, most martyrs ended up that way because they deliberately wanted to be martyrs; for example, Polycarp could have gotten out of death, but he chose martyrdom on purpose.

Most martyrs would have been spared had they made public declarations that Caesar was Lord but obviously this goes against the Christian belief that Jesus is Lord. The whole point of martyrdom is choosing death over compromising your convictions.

That was true some of the time, but not always. Sometimes it was simple matters like taxes, and other times people were only put to death because of loopholes. I mentioned Polycarp because he wrote about his martyrdom (at least I think I mean Polycarp, I could be misremembering), so we have a better understanding of his death than pretty much any other martyr. He was a Roman citizen and could have claimed his citizenship as a way to avoid being executed; instead, he chose to be tried as a non-citizen knowing he would be killed, and he did it deliberately to become a symbol.

But again, this stuff wasn't happening left and right. It was pretty rare, and even when persecution did happen, it didn't usually result in death.

Part of being a Roman citizen was making the public declaration "Caesar ho kurios" (aka the Roman pledge). A Christian could not make such a declaration in good conscience because only Iesus Christus ho kurios. I bring this up because you make it seem like Christianity and Roman citizenship weren't at odds and Polycarp could have maintained his faith while also avoiding martyrdom on the basis of his citizenship. This is not the case because being a Roman citizen meant publicly acknowledging Caesar as the highest authority and a Christian could not do this.
