The problem is Serbia and the Russians. A-H never recovered diplomatically from the Bosnian Crisis which happened because Izvolsky was a duplicitous piece of shit. He and Aerenthal agreed to allow A-H to annex Bosnia in return for Russian access to the Straits of Constantinople. Bulgaria declares formal independence, Montenegro is given greater autonomy, if the Serbs accepted that then A-H looks the other way as Serbia expands in the Balkans.

Then the annexation and declaration of Bulgarian independence happened and Britain and Serbia and the like flipped out at which point Izvolsky went "what agreement? I WAS TRICKED! HOODWINKED BY THOSE PERFIDIOUS HABSBURGS!" which fucked A-H up diplomatically.

The Serbs never got over it because MUH GREAT SERBIAN KINGDOM KOSOVO IS RIGHTFUL SERBIAN CLAY and continued supplying irridentist movements and terrorist organizations. A-H had reasonable reason to believe the government had some complicity in regards to the assassination (remember, pan-Slavism and pan-Serbism were basically shared by all political/military leaders in Serbia), not helped by the Serbian stonewalling of the investigation into the assassination which is what led to the "Austrian police taking control of the investigation in Serbia" part of the ultimatum.

Really like most things over the last 100+ years the answer is "fuck Serbia".
