My guess is that in temperate climates population growth is balanced by lack of reasources which encourages technical inovation in order to maximise those reasources and that creates specialisation and large societies.
Whereas tropical areas have a natural surplus of essential reasources but growth is balanced by disease so less need for innovation and dense population is discouraged by disease.
