Another question, in what circumstances, if any at all, are 餘 and 而 required in establishing a time? For example. in the sentence 其後四十四餘年而秦戰百越, I think both are totally unnecessary.

Well, the nature of Classical Chinese is that practically anything can be omitted if the meaning is clear. Have a look at the 千字文 for example!
