The Soviet evacuation at Dunkirk had to

>had to deal with mines; it was estimated they needed 100 minesweepers but only had 38 converted trawlers
>0 air cover from marauding Luftwaffe

This ultimately led to the loss of 65 vessels and 14,000 lives, some of which civilians
