Why the fuck did Rome build a wall all the way over there but didn't do the same for the more difficult borders? Or at least to close off Italy?

IIRC the point of Hadrian's wall was not to keep the Picts out (as evidenced by how comically low it is) but to remind the Romans that there wasn't much of a point in expanding beyond it.

Nah, it was bigger back in the day, but huge portions of it had collapsed long after the Romans packed up and left.
Still though, it wasn't a massive military fortification, it was primarly there as a kind of border control, mostly to prevent movement of livestock over easily.
