You realise, that all of those countries you mentioned are 1st world, right?

1st world means they're aligned with NATO, 2nd world means they're aligned with the Warsaw Pact and 3rd world means they're exclusively neutral.

Examples of rich. developed 3rd world countries is Switzerland.

What works for another society/culture/group wouldn't be the same for another society/culture/group. Waving a government over all others is completely retarded. And is often the cause of many social disasters right now (i.e. "failed democracies").

A republican democracy with a landholding requirement for suffrage, no income tax, but there is a tax on land, ensuring that the people voting are definitely the ones paying taxes and deciding the policy (as compared to how it is in some modern democracies today)

Also important in the government is that there needs to be a very clearly defined bill of rights for all citizens (not just voting citizens), as well as a constitution that gives the government only those powers which it directly states, with none of the funny business of America's "necessary and proper" sort of clauses.

Generally though, the system of government does not matter so much as the public life itself and the general attitude among the people, see how Nazi Germany quickly became a totalitarian sort of state without so much of a peep because of how pissed the German people were.

Also no standing armies, only citizen militias (preferably consisting only of landholders). The ideal state wouldn't be trying to conquer its neighbors, and therefore would only need an army when it was being attacked.
