Of course he was. bombing non-military population centres is by definition a war crime. However we won the war so we escaped the courts.

war crimes are violations of specific, established laws of war

not only was there no established law on strategic bombardment, but the international community spent the 20s and 30s considering and rejecting proposals for such laws

make all the ethical arguments you want but leave your bullshit made-up ideas about "war crimes" out of it
