Historically they competed over land and resources and had a myriad of cultural and political differences that prevented them from being allies.

The English are incredibly neurotic since the fall of the empire, and want the Scots to be an enthusiastic part of their hugbox. Most Scots don't want to be part of the hugbox, or at least not very enthusiastically, and hence the English feel thwarted and incredibly bitter because of this.
