In the traditional sense of the word, yes, whereby up until the middle of the 17th century most Irish men would've been expected to go to war.

Interestingly, the Middle Irish word for "warrior" and "man" is actually the same word.

Good amount of success right after Rome. Conquered a good amount of Wales and all of Scotland (Scotland even gets its name Scotti, the Late Roman name for the Irish). Had a decent amount of successful raids during Late Roman period as well.
