Step A: Define a shared identity that covers all the tribes you want to assimilate.
Step B: Pretend those tribes have always been an integral part of that group

Convince them to follow a king. Raise an aristocracy to support that king. Make that aristocracy believe the benefits of a king outweighs dissolving the kingdom and going it alone. Have that aristocracy support the crown as personal property and right of a royal line, then eventually as an institution itself. Expand a bureaucracy around that institution. You now have a state.

Nah, that's a waste of human resources. A better way to use them is to divide and conquer their loyalty. Remove the leaders from power, divide the families of that tribe in both B and C tribe. Both tribes intergrate the families of A tribe and A tribe will cease to exist. Now you have superior B and C which might as well fuse to become bigger.
