Drugs are an effect, not the cause of lack of opportunities. It has been showed countless times that good employment and education opportunities rapidly destroy slum and gang cultures. Just look and Singapore for example or the Irish in America.

Deindustrialization destroyed much of blue collar jobs, which robbed Blacks of many opportunities. As you may know, there was a natural cycle in American histories. Each new wave of migrants first held lowest-grade jobs. Their children were blue collars, who earned better and thus were able to finance education of their own children who entered the ranks of the middle class. The Blacks, although living in America since like 17th century, were in fact the most recent wave of migrants since they were allowed to fully compete on the job market only since the Civil Rights movement. However, by that time the pool of good blue collar jobs was diminishing.

Political class is screwing Blacks hard. They don't vote for Republicans, so GOP doesn't give a flying fuck about them and casually rides subtle racism to gain more White votes. The Dem, on the other hand, just want to keep their votes so they prefer short time solutions (like welfare programs, affirmative actions) that only antagonize others again Blacks and that promising something like a long term solution.

Define wholesome. The average life expectancy of black people has gone up dramatically since the 30s, just like it has for everyone else. Rate of poverty has also decreased dramatically.
