The Two Ming Sea bans were a response to this. The first one (1300s) was successful, but the second, longer one (around 1560s, a 25 year ban) pissed off Chinese seamen to the point that they themselves turned pirate. Ironically it was only after the Emperor was persuaded by all of his admirals and generals that his shitty policy did not work was the threat of piracy reduced.
