What are /his/ thoughts about noocracy? How would it look like? That's how I do:

This authority makes a decision, that determines reliability of a candidate based on observations of his/her previous work results. However, it have nor the direct legislative and executive, and judicial power and have to be highly secured and transparent. The candidates on key posts, like president or minister are determined by highly dependable committee, which chooses from among experienced governors, or the ones that have shown eminent talent or abilities. Basically, this department is studying current political, economical and social situation with a scientific approach, and bases it's decisions on huge amount of verified data.

That would be great if economics, sociology and polsci weren't bullshit pseudoscience. Also, how do you expect to stop the proles from rebelling without turning them against each other?

Economics isn't pseudoscience, it's not a natural science, but it is a quantitative science. Several areas of econometrics have good predictive power. How many econ courses have you taken?

What if entry into the system was meritocratic, sort of like old Chinese bureaucrat exams? Hell, extend student governments into the actual government body.

I think the two most problematic side of this are giving better education for governance and not just having good will for participation, and a realistic way for participation in decision making.

I... don't understant what you're trying to say or imply here. Have you actually attempted to make a serious study of econ or are you making judgments based on what you've heard secondhand? Because I've known a lot of economists over the years and they are generally levelheaded, rational people. Econ phd programs are all extremely math-heavy and evidence-based.
