By that logic the first Rome didn't exist until Constantine. The fact of the matter is that the title "emperor of Rome" has no religious signifigance, if the emperor had converted to judaism or manichaenism then he would have still held the title. Hell if the Byzantines had converted to Islam in the 7th century then the title would have legitumately passed into the hands of a Muslim emperor.
